The Development of the Long-term Care System in Germany£º A social Modernization Perspective

Abstract
This investigation aims at analyzing the development of elderly care in Germany with a particular emphasis on movements of social modernization that materialize in enhanced collective responsibility, the promotion of gender equality, and social policies benefitting the poor. The analysis is based on a sociological reading of available studies and public documents. We find that the German welfare state has extended its responsibility for elderly care by broadening the range of services offered by the long-term care insurance scheme, particularly so with recent reform measures. However, benefits are capped and the idea of families being responsible for practical support to the elderly remains prominent in the value system of the German population. Women, especially those from underprivileged groups, are still heavily involved in domiciliary care provision. Moreover, while expectations towards high quality standards for professional services have grown, time constraints in the actual care settings often prevent these expectations from being realized. Altogether, there are still important limits to social modernization in the German elderly care system, and it appears that there are interesting parallels between the latter and developments in South Korea.
